If this country were a true democracy, state secrecy would be criminal; however, with a representative democracy, we essentially elect politicians to keep secrets from us. Keeping an alien invasion secret would be more difficult than suppressing information about occasional alien explorations. Grainy photos and rumors might be mixed in with facts. Knowing there are secrets, lends credence to the stories that try to fill in the gaps.
