Confusion ray

Rumors have circulated to the effect that scientists working for the U.S. Army have developed a confusion ray. This is supposed to be a kind of ray gun that directs a narrow beam that renders a person unable to decide anything. Test subjects go essentially catatonic as their ability to perform any conscious act is reduced to nothing. Once hit by the ray, the effect lasts 34 minutes, but it has no lasting effect since a person’s autonomic nervous system continues to function normally. The military has disavowed not only the existence of this gun but also whether it’s possible to produce such a ray. Of course they would, wouldn’t they?
