Suspicious road crews

On rural roads in southern Louisiana, suspicious road crews set up cones, plastic tapes, and barricades around big yellow trucks with flashing lights, and stand around with shovels and brooms. At first they seem like a normal road crew setting up to fix a pot hole, but there’s nothing there to fix. The workers are always old men in long gray beards and thick glasses, and the logos on the side of the trucks say “County”—no county name is given.
