Until range lands were fenced with barbed wire by the 1890s, cattle roamed free in the open range. Cattle were mostly unattended until they were rounded up so they could be sold. This left incentives and opportunities for men who didn’t own the cattle to round them up and sell them. It was like any theft except, if caught, a cattle rustler was punished by death.
